Context: The ordinance does not outlaw helping a person in need, but it does prohibit people in cars on major roadways from “physical interaction” with someone outside of their vehicle. Video captured the chaos as a large group of masked thieves clad in black clothing scrambled around the store, grabbing armfuls of designer clothing, purses, accessories and more.
