A police dog mauled a Black man in Ohio during a July Fourth traffic stop after he surrendered to authorities with his hands raised in the air following a “lengthy pursuit,” officials said.

A Motor Carrier Enforcement inspector with the Ohio State Highway Patrol tried to stop Jadarrius Rose, 23, who was driving a semi-tractor trailer, because it “was missing a left rear mud flap,” according to an incident report. Rose was traveling westbound on U.S. Route 35 and failed to stop for the inspector and troopers who were called in for help.

Troopers deployed tire-deflating devices called stop sticks on Rose’s vehicle twice before it came to a stop on U.S. Route 23.

Rose told a trooper who was instructing him to get out of his vehicle that he was on the phone with 911, according to the incident report.

“After several times of being ordered to exit the vehicle, the suspect exited the vehicle from the driver?s side door,” the incident report said. “The driver was given orders to get down on the ground and the suspect would not comply.”

Rose can be seen on video released by the highway patrol standing in front of troopers with his hands in the air.

A Circleville police officer who has a dog can be heard telling Rose to “go on the ground or you?re gonna get bit.” Meanwhile, a trooper with the highway patrol tells Rose to “come to me.”

It is then that the Circleville police officer, identified as “R. Speakman,” deploys his K9.

Jadarrius Rose, 23, of Memphis, Tennessee, failed to stop his semi-trailer for a Motor Carrier Enforcement inspector while driving with a missing mud flap on US 35 in Jackson County on July 4, WSYX reported.

He led troopers on a 25-minute chase through Chillicothe, driving erratically and narrowly avoiding spike sticks before a second set blew out his tires on Route 23 in Circleville, about 30 miles south of Columbus.

Footage released Friday by the Ohio State Highway Police shows a state trooper yelling at Rose to approach him as a Circleville police German shepherd is held back by its handler.

Meanwhile, a Circleville cop appears to give a conflicting order.Rose was treated at Adena Regional Medical Center, where he told troopers ?he did nothing wrong and did not understand why he was being stopped,? according to a case report cited by CNN.

After being released from the hospital, Rose was charged with failure to comply, a fourth-degree felony, according to the Highway Patrol. He has been released from the Ross County Jail. A trooper shouts: ?Get the dog off him!?

?As troopers were attempting to gain compliance by providing verbal commands to the suspect, the Circleville Police Department deployed their canine, which resulted in the suspect being bitten by the canine,? Ohio State Highway Patrol Sgt. Ryan Purpura told Cleveland19 in a statement. Purpura said the case remains under investigation.

The Circleville Police Department told WSYX that the city?s Use of Force Review Board also is investigating the incident ? but did not say whether Speakman was placed on paid leave.
